For better use and better management. The UNOFFICIAL Website of Toronto's Outdoor Skating Rinks

Ryerson Rink is surrounded by a construction fence, but the construction is not at the rink. Ryerson University is breaking down part of the wall of a building beside the rink. The fence seems to mean that as long as there's any construction nearby, the rink will be turned off. (There was no sign in evidence, and the City's rink information does not list the rink as closed.)
It's not immediately obvious what danger the construction would pose for skaters, some distance away. And getting the hose to drag over to where the zamboni is, would also seem straightforward. Having the rink shut down for this is worrisome, especially since the rink changehouse has un-remedied termites or carpenter ants, and this may be the first step to mothballing it until it crumbles.
