Strengths: Double pad. Destination location. Good layout.
Areas for improvement: This rink lost marks because of its unpleasant and unsafe skate changing area, unreliable schedule, and absence of extra amenities that the public could expect at such a location. Slanted access from the changeroom to the rink pads is unsafe.
Next steps: Convert the staff office into a changeroom. Convert the slanted rink access to broad steps with a railing (or at least add a railing), and fix the mats. Set up a simple snack bar and skate rentals. Have family/youth events. Leave rink unlocked at night and staff it for midnight hockey (youth).
