There's nothing like outdoor skating

Despite the little warning sign, this rink looks great, and probably skateable already -- at least that's what the rink neighbours said, when we asked them. It's in a natural basin that doesn't seem to need boards or barriers.
Rink diaries from earlier years:
At 9.30 pm the rink was brightly lit but no one was on it -- but there were lots of skate marks. Yesterday's rain certainly didn't wreck the ice, although there was some shell ice near the edges -- it should be just fine after a flood.
The ice surface is large and smooth -- there are already three skaters in the morning.
This rink is in its fifth or sixth year -- and on that site there used to be a city-run natural ice rink until 1992. There is good lighting and a good water source, plus a heated shed to keep the hoses from freezing. However, the January thaw melted the rink, and the main person supporting the ice-making is short of time because of his regular work commitments.
They hope to start again this week.
The rink in Beresford Park is flooding out my back of my yard and the yards on each side of me. We are all at the lowest grade so the water naturally travels to us. I have lived her for 20 yrs. and this is the first time this has happened. I realize today ( Feb. 19th) was warm and we had some rain but I also believe the way the rink has been fashioned this year has contributed to this. Perhaps the sides have not been built up enough or too much water is being used. Can you please tell me what can be done to prevent this or who I should address this issue to ?
